GHG reporting requirement continues for local authorities

A new letter re Green House Gas reporting has now been sent out from DECC to all local authorities.   It says:

To local authority climate change contacts

Please find attached a copy of a letter sent today from Gregory Barker, Minister of State at the Department of Energy and Climate Change, to Chief Executives of local authorities.

2011-12

We plan to publish a summary of the data advised by authorities for the 2011-12 financial year, together with any corrections notified for 2009-10 and 2010-11, shortly.  We shall inform you by e-mail when then has been done.

2012-13

The letter now requests authorities to measure and report emissions data for the 2012-13 financial year by the end of July 2013.  Please note for reporting on the 2012-13 financial year this exercise is to continue as before.

The letter confirms that the 2012 emissions factors should be used for this exercise.  These are currently at https://www.gov.uk/measuring-and-reporting-environmental-impacts-guidance-for-businesses.   Please note that Defra plans to release a new tool shortly to make the conversion factors easier to navigate and use, which will replace the current arrangements and will allow you to select the relevant factors (please continue to use the 2012 factors).

The webpage on this exercise is now at  https://www.gov.uk/sharing-information-on-greenhouse-gas-emissions-from-local-authority-own-estate-and-operations-previously-ni-185.  This will be updated shortly to reflect the arrangements for the 2012-13 exercise.

DECC has also updated the FAQs for local authorities at the webpage above and these will also be updated on our website shortly.  See https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/43491/4793-faq-greenhouse-gas-emissions-las.pdf
